Deadline is reporting that Tom Hardy has been cast in a "lead role" in the upcoming third Batman film, reuniting Hardy with Inception helmer Christopher Nolan. It hasn't been said whether he will be playing a villain or not, but the rumor mill has started regardless.
With some sources saying that location filming will be in New Orleans Killer Croc could be a possibility, the Riddler's name is bandied around a lot, but a third possibility is more likely. Whether it be an entirely new character, or one of Batman's lesser-known rogues, I expect when Hardy's role is announced it will cause some to scratch their heads.
Hardy proved to be quite the charismatic presence in Inception and if he is a villain, or another role entirely, I look forward to his performance.

I was okay with Tesla's history being fictionized because it is after all only science-fiction. And the duality of Tesla vs. Edison fit in with Angier vs. Borden.
